International Participation
In 1973, the CSTD joined with major training organizations of 22 other countries to found the International Federation of Training and Development Organisations (IFTDO). Every year IFTDO entrusts member organizations from different countries to host large-scale international conferences to discuss the theory and practice of human resource training and development. Beginning in 2009, IFTDO has awarded prizes for outstanding achievements in large-scale international training in order to promote global HRD development. IFTDO also holds invites member organizations to a general conference on international training in order for them to have the chance to assimilate new knowledge and promote the international exchange of ideas. Currently, IFTDO comprises over 150 organizations, enterprises, and academic bodies with a total of over 500,000 individual members distributed through fifty countries around the world. In 1996, IFTDO was recognized as an official international NGO by the United Nations.
In 1974, the CSTD and the national training organizations of Asia-Pacific countries founded the Asian Regional Training and Development Organization International (ARTDO International). The CSTD enthusiastically participates in ARTDO International functions, organizing delegations to attend the annual meetings that rotate among member countries every year. Currently, there are more than 30 public and private training organizations, universities and HRD practitioners from Asia-Pacific countries joining ARTDO International as members.
ARTDO International headquarters are located in Manila. In addition to sponsoring annual meetings in different nations and regions, ARTDO International has created the Asia-Pacific International Management and HRD Excellence Award for outstanding organizations and individuals. The CSTD has also contributed two members to ARTDO International's Board of Directors, with Mr. Huang Yi-Feng and Mr. Lee Sung-Hsien acting as Director and Vice President, respectively.
The CSTD has been entrusted by ARTDO International to hold the Thirty-eighth ARTDO International Conference from November 20 to 23, 2011.
Benefiting from the CSTD's recommendations and guidance, its organizational members have had their outstanding achievements recognized by winning awards from international training organizations. Among these winners are the China Productivity Center (ARTDO HRD Award, 1995), Civil Service Development Institute (ARTDO HRD Award 2003), National Civil Service Institute（now is transformed to National Academy of Civil Service）（ARTDO HRD Excellence Award 2008；IFTDO Certificate of Merit, 2010）, Regional Civil Service Development Institute, C.P.A. (IFTDO Global HRD Award, 2009), Central Training Center Bureau of Employment and Vocational Training (IFTDO Certificate of Merit, 2010).
Domestic Promotion
Every two months, the CSTD runs a lecture on a special topic and a training workshop, both offered free to members. In addition, it publishes the T&D Newsletter to promote the domestic dissemination of new developments in training. To maximize the general contribution of delegations organized by the CSTD to international training conferences and annual ARTDO conferences, the CSTD publishes and distributes accounts of the conferences written by delegates themselves, accounts that help promote the newest trends of thought in educational training, technical methods, and experiences. Due to the abundant collective experience in HRD theory and practice of the Board of Supervisors, the CSTD continuously offers diagnoses of difficulties faced by training organizations as well as reference information on training curricula.
